Capacity is not Value
Capacity is not Value is the principle that closing the gap between Capacity and Realized is not automatically desirable. The framework identifies gaps — sensing capacity that is not being used, modeling depth that is not being applied, causal reach that is not being exercised. Whether any specific gap is worth closing depends on the Agent’s objectives, not on the gap itself.
Unused destructive capacity is better left unrealized. A Cognitive Boundary that extends to a domain the company has exited is not Trapped Intelligence — it is irrelevant capacity. Expansion of a poorly governed Composition’s Causal Boundary increases the blast radius, not the value. This principle prevents the framework from degenerating into consulting-speak (“unleash your trapped intelligence”) and protects against the normative assumption that bigger Boundaries, more information flow, or denser coupling are universally better. The framework supplies the diagnostic vocabulary. The Agent’s objectives supply the value judgment.
